He said the Chinese were rescued when police and intelligence operatives lured the kidnappers with the promise of a ransom.
Mba said Monday that both rescues took place at the weekend in Lagos, Nigeria's commercial center.
He vowed police would contain a surge in kidnappings saying "We are going to make it too hot and too uncomfortable for kidnappers to operate."
Most kidnap victims in Nigeria are released unharmed for ransoms.
